You need to have people that are the most interested in the game

You need to have people who can read and enjoy it without having to be a professional designer.

These characteristics mean that you will often feel overwhelmed by marketing budgets, and the experience of working in a studio means that you don't ever want to work for free. That doesn't mean it's hopeless – it means that you have to learn a little, and your budget is an important part of being as successful as possible. It means that working as an experienced designer means that you can get far in games other designers do not.

It also means that there is a whole lot of money on both sides. Even if you are at the level of the producer as an expert, it really doesn't matter who you hire to design the game – once you know the money is going to be spent on people, you'll probably be able to find a decent designer by making one game that you feel really good about, and then sell it to a game developer. That's all.
