Another concern of the report is whether the government would follow existing aviation technologies, or rely more heavily on a "safety and cost-efficient approach."

The Government's concerns about aircraft safety "have not affected the government's actions in addressing the safety concerns of the air passengers of the United States," the report says.

But in a major oversight vote on the bill, in June, the Pentagon announced that it would not move ahead with the proposal to allow pilots with fixed-wing aircraft to use air-to-ground missiles to keep from being shot down. The announcement was a setback for the Government's program of making short-range, subsonic landings possible, and the fact the missiles could be deployed across the range of an enemy ship to give a quick strike.

"We are concerned that the long time, large cost and cost-effectiveness of the new system would limit the ability to make long-term strategic or commercial aircraft systems, and in the process of do this, also delay the development and deploy of long range capability, as it would take for the United States to fully develop and deploy its current and future advanced air strike air systems and provide them adequate capability to meet their own operational needs," the report concludes.
