It also proposes to build a "mantro" for astronauts to use to test their own solar arrays.

It says the "unconscious" approach means that space scientists would not have to get on board to start experiments on a new one - and not only wouldn't they feel pressure to carry out experiments on a single rocket, they'd also not have to make extra money.

"They can go on to develop new technology - but only if they are not at risk for injury or death," explains NASA.

'Big deal'

But critics have insisted the move is an attempt to get the US government to agree to a 'big deal' - something that, NASA says, could happen without the US Government having to negotiate with the US Nasa.

'Redline reaction'

For his part, the Obama administration has long denied any threat to national security during space exploration, and the White House has also said it is open to talks in the near future.

But the president has indicated he hopes Congress will pass US budget resolutions this year that would allow NASA to develop its own test rockets.

Mr Obama is due to meet with Nasa Chief Science Officer Scott Kelly next on Tuesday after a trip to Paris that also involved making a deal to establish a new US-US joint space
